Employees of Herne council operate a district town hall with
various service and advice offices which provide direct services
in the field of address registration, youth services, pensions and
social security. The district library is located on the ground and
lower floors of the representative cone, which is meant to
illustrate meditation and concentration. This can be used by the
public on four days of the week to borrow and inspect books and
other media.
